Ministry of Agriculture gets a new boss

For the first time in decades, an outsider is set to lead the Ministry of Agriculture and Rural Affairs (MARA).

On April 28, the Central Organization Department announced Zhang Zhu as MARA's new Party secretary, replacing Han Jun (Xinhua).

  • Zhang will likely be appointed as minister soon.

Zhang, 58, is stepping into his first ministerial-level role.

  • The promotion should ensure that he joins the Central Committee at the 21st Party Congress in 2027.

Zhang has a very different profile from the last three MARA bosses:

  • He has never worked in the central government.
  • He has never held a top provincial job – his most recent role was Party secretary of Urumqi, Xinjiang province.
  • He spent his entire career in remote Ningxia and Xinjiang, meaning he doesn't have experience in China's breadbasket regions.

By contrast: All of Zhang's predecessors since 2009 had experience governing a province, and all had spent decades shaping agricultural policy within central institutions.

Meanwhile: Han Jun’s future looks uncertain.

  • The announcement didn't hint at a new role, and though he's technically still the minister, MARA's website has already dropped him from the leadership roster.
  • He hasn't reached retirement age.

What we're wondering: Is Han under investigation?

Get smart: If Han is purged, he'd be the second agriculture minister to fall within two years.

  • If Zhang's being brought in to clean house, his lack of ties in the central government – and particularly at MARA – could be an asset.

Get smarter: Zhang looks more like an implementer than an ag policy architect.
