Beijing is adding crowdsourcing muscle to its rare earth smuggling tussle. On June 24, the commerce ministry (MofCom) announced it had formalized a dedicated whistleblower system for reporting violations of dual-use export controls on strategic minerals.

The system kicks off on July 1.
