Beijing bets big on agtech in sectoral five-year plan

Beijing is putting agricultural technology at the center of its rural modernization push.

The State Council published the 15th Five-Year Plan (FYP) for Accelerating Agricultural and Rural Modernization on June 2.

That was fast: The last version didn't drop until February 2022 – eight months later in the planning cycle.

  • The new plan is also much shorter – coming in just under 13,000 characters – less than half the length of the 2022 edition.

The cuts to sections on poverty alleviation, regional agriculture, grassroots governance, and rural-urban integration are telling.

  • These aren't off the priority list – but the broad policy architecture is now in place.

The one area where policymakers have spilled a lot more ink is agricultural technology. Here, the plan calls to:

  • "Significantly improve the level of self-reliance in agricultural science and technology and make major breakthroughs in developing new agricultural productivity" by 2030.

To that end, it:

  • Adds new top-line targets on increasing seed self-sufficiency and raising agricultural labor productivity.
  • Lists new frontier agtech development priorities, including biomanufacturing of proteins, biopesticides, and livestock vaccines; AI+agriculture applications; agricultural UAVs; and crop and livestock gene-editing breakthroughs.
  • Calls for a broader approach to food security, including by "developing new food resources" – policy-speak for novel proteins and bio-ingredients derived from plants, microbes, algae, fermentation, and more.

Get smart: Agriculture is the sector where Beijing has pursued self-sufficiency the longest.

  • It should come as little surprise that policymakers now want China to compete at the frontier of global agtech, rather than relying on breakthroughs made abroad.
